Mr. Craine focuses on land use and environmental law and related administrative
law practice serving clients in both the private and public sectors.
His land use practice includes comprehensive plan amendments, developments
of regional impact, substantial deviation reviews, binding letters of
agreement, development agreements, formation of community development
districts, eminent domain and administrative appeals before the Department
of Administrative Hearings and the Florida Land and Water Adjudicatory
Commission. Mr. Craine has been chosen as an arbitrator in complex land
use disputes. His public sector representation includes assisting local
government in the preparation of comprehensive plans, bond finance and
general representation of special purpose local governments, and representation
of condemning authorities in eminent domain matters. His environmental
practice includes work on environmental permitting and compliance representing
clients before governmental agencies including Federal Environmental
Protection Agency, Federal Aviation Administration, U.S. Army Corps
of Engineers, Florida Department of Environmental Protection, water
management districts, and various local government environmental regulatory
agencies, in addition to representation of major financial institutions
and private companies with regard to environmental aspects of transactions
and regulatory compliance.
Prior to becoming an attorney, Mr. Craine worked in Tallahassee as Executive Director of the Florida Democratic Party; Political Affairs Coordinator for the Florida Association of Realtors; and as a Principle and Political Consultant with Greg Farmer and Associates.
